Understanding public sector contracts, procurement processes and where to search for opportunities.

What are Contracts?

The government and other public sector organisations such as councils, local authorities, the NHS, Fire Services, businesses and charities may need other organisations to provide services or goods.

They can do this in different ways:

  • Deliver the service themselves
  • Provide funding to another organisation to deliver services or goods
  • Advertise opportunities through procurement to find suppliers and agree a formal contract

Procurement processes and contracts must follow Procurement Law. These arrangements are transparent, competitive and highly structured.

Many public sector organisations use procurement because they believe it delivers quality services and value for money. Contracts often last between 3–5 years.

A supplier may deliver a contract directly, work as a subcontractor, or join a framework agreement.

Getting Ready to Apply for Contracts

  • Good governance: Directors or trustees must show the organisation is properly managed, financially responsible and delivering quality services.
  • Allow enough time: Researching and writing bids takes time, including budgeting and gathering evidence.
  • Read all tender documents carefully: Seek advice if anything is unclear.
  • Check you can meet the contract terms: Public sector contracts require evidence that you can deliver what is promised.
  • Understand payment arrangements: Check whether payment is made in advance and prepare for possible delays.
  • Use procurement portals: Review existing questions and answers and ask your own questions if needed.
  • Submit tenders early: Most applications are online and late submissions are not accepted.
  • Ask for feedback: If unsuccessful, feedback can help strengthen future bids.
